You can have a racial bonus to a skill check without possessing the corresponding movement type.
Vine Leshys have a racial climb bonus but no climb speed.
A tiefling with the vestigial wings alternate race trait gets a bonus on Fly checks (but no fly speed).
Humans with acquatic ancestry get a swim skill bonus but no swim speed.

So the racial modifiers show bonuses to the climb skill in line with a climb speed, but no climb speed is attributed. Why?
Because the two are unrelated. Swim and climb speeds carry with them a racial bonus to the respective skill, but the reverse is not true. A creature could have +1000 to climb, racial bonus or otherwise, and it still wouldn't have a climb speed if it doesn't otherwise.

because "it is what it is". If it was +8 then it might have been a mistake. A search reveals similar creatures. So while infrequent, not unique.
The published Climb score is what you'd expect with no skill ranks and you should use the Climb skill to determine its rate of movement.In the Giant Scorpion description "desert scorpion" has no monster entry so it must be a common reference to hadrurus arizonensis
Of the 7 scorpion monsters, only 1, the Cave Scorpion has a climb speed but no Climb racial modifiers. With no skill points in Climb and no bonus, the published value matches the expected value.
