There is nothing in the RAW that prevents SROs from wearing a mindlink circlet or installing a Limited Telepathy Graft.

But an unmodified/unequipped SRO would not be able to be contacted by or communicate with a telepath?

Or becoming a Phrenic Adept.
By RAW, the limited telepathy possessed by lashuntas, shirren, phrenic adepts, etc., isn't tagged as mind-affecting, so arguably should work even on creatures who are normally immune to mind-affecting effects (like undead and constructs) as long as those creatures are intelligent enough to have language, and have one in common with the telepath. On the other hand, many magical means of telepathy (like the telepathy spell) are explicitly mind-affecting, so can't affect such creatures.

If an SRO has some means granting them the ability to produce "telepathic waves" such as the aforementioned mindlink circlet then they could contact another creature telepathically. SROs don't have an immunity to mind affecting.
Basically an SRO interacts with telepathy the way a human might. Although they are a robot, they have a mind as complex as other organic beings and is as capable of generating and receiving telepathic messages as your average human.
There is an argument to be made about whether or not telepathy should be mind affecting (I think so) and whether or not SROs should have immunity to mind affecting or some sort of bonus (I think a bonus) but as published they do not.

SRO's are described as substantially equivalent to any biological species for game purposes. To maximize playability (which should be our goal!) don't read anything into the rules that isn't explicitly written to limit their capabilities.
Telepathy in the game is the ability of sentient beings to communicate mind to mind, and the mind of an SRO is described to be equal or equivalent to that of other sentient species, so their minds should be just as reachable by telepathy as that of any other species not described as having telepathy innately.
It would be subject to the same limitations that apply to sentient beings that might or might not share a common language.
Note that SRO's also have an integrated Com unit, and there's nothing to say that SRO's can't have private languages and communicate among themselves and with machines by means of those on private or encrypted radio channels.

Its an FAQ that if a telepath calls your brain you can send them back a message.

This mostly just reminds me of my first and most universal house rule ever: I get rid of "Immune to Mind-Affecting". Mindless stuff is immune to telepathy and mind control and such, as a property of the Mindless trait. Anyone that *is* a thinking being by contrast? Can be mind-altered, even if they are an undead or a construct.
