No. You don't waste anything to repair anything. No money needed only sometime and free hands and a repair kit.
and a flat surface you put your item on.
You also can just repair a lvl 20 item that required legendary crafting, magical crafting and specific components with just trained crafting ( you'd require a good roll though ).
What matters is time, even if not in all game this might end up being a resource.
For example, you may just have 10 min ( 20 if you are lucky ) rest between rooms.
That way the party must consider whether to heal, refocus, repair or anything else.
But I understand that if players are allowed to rest 40/60 min after each room, time might lose its importance.

But you can also diminish this time requirement a lot with Quick Repair feat. Allowing to complete repair an item in less time than anyone could do many other things :P

Yeah indeed, but this would require expert/master/legendary to do so.
And if time is not an issue and your only use for crafting is to repair your shield ( or item ) you may consider to chill and just hit trained, resting 24 hours after each room, repairing slowly without having to choose between treat wounds, repairing, refocus, etc... :d

One person could Ward Medic the entire party while another repairs gear and the rest keep watch and Refocus.
If you split tasks, you can get quite a lot done in only 10 minutes.
A lot doesn't really mean "a lot", because any situation always involves different setups and different hp pools.
For example, ending a fight with 2 downed character and 2 half life would require from 30 to 60 min for a full recovery.
If there's no time issues, no problem.
If you have to choose what to do in 10 minutes, the situation is kinda different, even if the healer use medical ward for all 4 members and the champion refocuses.
