Yes. You can. It says right there that the Prerequisite is you must be a Cactus Leshy.
However, the feat is "Limited" to PFS.
A limited option is rarer in Society play, but not unheard of. A limited option can be selected only if specifically allowed by a boon—whether from the Achievement Points system, a Chronicle Sheet, or another option from a Pathfinder Society source—even if the option is common or if the character meets the normal prerequisites or access requirements printed in the option’s source.

Uncommon therefore needs access.
Limited therefore access must be purchased via boon.
Access is available for Pine Leshies which must be unlocked via boon.
So there's no access possible for Cactus Leshies? Why bother making them a prerequisite then?
It seems so perfect for a cactus person. I don't get it.

I suggest to petition for Defensive Needles be added for access to Cactus Leshy.
I don't know how to go about petitioning access for something, though. Maybe create a new thread asking the powers above to allow access?
I don't have access to the relevant boon, but it might be worth checking if any of the boons from Pathfinder #176: Lost Mammoth Valley give access to Defensive needles.

Just received confirmation:
The Pine Leshy boon from Pathfinder #176: Lost Mammoth Valley is required to unlock Defensive Needles (as it is a limited option)
It not only unlocks the "limited" restriction, it *also* grants access.
"access to this additional heritage, the other uncommon leshy feats on page 77, and any common-rarity options with the leshy trait available in the campaign, "
As such, the boon can be applied to a cactus leshy to grant them access to Defensive Needles.

I haven't played #176: Lost Mammoth Valley. Is there not anyway that I could use the 500 achievement points to put the ancestry feat on my cactus leshy? It may be too late for me. My cactus leshy is already level 5, but I would gladly pay for a rebuild a hundred times over. I just can't get anyone to run the old game for me so that I can obtain this feat. Please help me.
