I'm not going to say I understand exactly what's being presented there, but it looks like it's a cipher substitution.
So it's not really another language, because it doesn't have different grammar or language rules or structure. They've just hidden the letters you're familiar with behind something else.

We haven't created characters for other languages in that format for Pathfinder, and have no intentions of doing so because of the complexities that arise in having to edit content consistently with made up characters—that's simply not something that's a viable option for the rate at which we publish content.

So, if I understand correctly, you have defined 4 categories of languages and are asking which one certain languages fall into. But the game does not define languages as working in any of those ways so the only answer is no.
There is no official definition saying "this language follows the syntaxes of that other real world language, and here are specific word emplacement for it" any more than there is a letter swap cipher to write in them.

Laclale, I think you might be under the impression that the languages of Pathfinder/Golarion are fully fleshed out languages. For the most part that is very untrue. Certain words or sentences may have been generated for adventure paths or stories but none are complete languages.
As they aren't really developed languages, you couldn't actually classify them as anything.
