I'm not the biggest fan of making elemental blast into requiring runes.

If elemental blast added con to damage and scaled up to 6d8+con, but be a 1 action cost blast, I think it would be fairly balanced.

A guy who swings for 4d8+14+ 3d6 would deal roughly similar damage to someone making an attack. Even slightly undertuned. Could probably increase it to 8d8+con and be about even with other ranged.

Just have a 1 action attack cantrip.

This will depend on the survey results on weather or not people like the martial aspects of the class. If they go more caster, making it something of a single action cantrip would make the most sense. Personally, I like that they're closer to weapons with varying traits and build paths.

Not sure I'd recommend further soloing them from outside options.

They already have trouble interfacing with archetypes, classes, and unarmed/weapon rules as written. If we divorce them from runes too, than they will never be able to combo with anything, much less grow.

That I fear would only serve to limit possible character builds and ideas.

I for one do t want a kineticist that is outside the system, but rather works with it.

Handwraps make as much sense on the kineticist as they do on the summoner. If it's just the flavor that's off, then change it. Doesn't have to be actual handwraps. Could be anything that you wear. They could just be diadems if you want.

Heck - you could have monks running around with diadems too, if you like. Nothing stops you.
