Maybe I'm letting my PF1 experience inform this too much, but when creating a scroll or wand of a spell that offers a choice of effects, do you have to make that choice at the time of creating the item or can the character using the item later make that choice?
For instance, if making a scroll of Resist Energy do you have to specifically make a scroll of Resist Energy (fire) when crafting the item or are you just making a scroll of Resist Energy and when a character casts it, they make the choice of what type of energy to resist?

I've combed through the Scroll and Wand traits and rules, and nothing in either of those places mentions anything about needing to specify anything about the spell being stored in it other than its level. You don't even need to specify whether the scroll's/wand's tradition anymore like you did in 1E; the spell gains that trait as you cast it.
Also, I didn't know that you had to specify the type of energy and so on for scrolls and wands in 1E. I'll need to revisit those rules because I'm running a 1E game.

I think those rules were left behind.
In PF1 the wand or scroll basically held entirely pre-recorded spells. The maker has to make any choices and provide the necessary components at the time of creation. The item essentially cast the spell itself when activated.
In PF2 the user is the one utilizing the Cast a Spell activity and providing any components. It's more like the item is just providing the instructions and energy and not actually casting the spell itself.
So, other than a choice to heighten the spell, I don't think the item creator makes any specific decisions about the spell.

No. 1e rules have no effects on 2e.
When casting a spell from a wand/scroll, you make all choices and provide all extra materials when casting, not when making the scroll/wand. The spell also gains your tradition's trait when you cast, so a Wizard, Druid, and Cleric can all cast a Fireball from the same wand (assuming the cleric has Fireball on their list).

Small correction, you don't provide the expensive material components for scrolls. Those are worked into the scroll at time of creation. It won't be important for the vast majority of spells, but will matter if you find a scroll of Raise Dead and a few other spells.

Am I misremembering a rule? Certainly wouldn't be the first time! I ran APs in 1e and treasure such as scrolls would specify which energy type the resistance applied to, but I haven't sampled any 2e APs yet to see how treasure is formatted to know if that should be a thing or not.
Edit: Cool. Thanks for the responses. Just wanted to be sure before I start handing out some scrolls to my players.

Scrolls
Any physical material components and costs are provided when a scroll is created, so you don’t need to provide them when Casting a Spell from a scroll. You must replace any required material component for that spell with a somatic component. If the spell requires a focus, you must have that focus to Cast the Spell from a scroll.

Wands
A spell cast from a wand doesn’t require physical material components, but you must replace any material component normally required to cast the spell with a somatic component. If the spell requires a focus, you must still have that focus to cast the spell from a wand, and if the spell has a cost, you must still pay that cost to cast the spell from a wand.

You must provide any material components, cost, or focus required by the spell, or you fail to cast it.

As far as I remember, you didn't even lock in most of those choices in PF1, for scrolls and wands. Only spells like Restoration with a variable cost component would lock you in to the worth of the component used.
PF1 Potions on the other hand, which are intended for use by [s]idiots[/i] non-casters, those do lock you in to the choice.
