The Deck of Many Things is noted as a campaign killer and we all know why.
But what is the minimum level you think you'd need to be for everything it can do to be resolvable with a bit of effort?
For the sake of argument, assume a level of TO that's consistent with published guides but doesn't allow RAW tomfoolery. Pretend that you haven't necessarily just selected ALL THE PURPLE THINGS though.
Assume that you will have a party to help and just to make it interesting, assume the following party make-up:
- 1 x non-caster melee
- 1 x 6/9 support/buff spontaneous caster
- 1 x 9/9 arcane prepared caster
- 1 x Alchemist (I like alchemists :D, this is the only mandatory class)
- 1 x bizarre mishmash of 3 not very well aligned classes (To make things interesting. But assume you have the stats to support the MAD with at least a 16 in one key stat for each class and an 18 in the key stat for whatever is the 'primary' of the 3 classes. There can be some overlap of stats and abilities here, but we're looking more wiz/rogue/gunslinger than Oradin, for example)
You can assume that your PC is any one of these and also assume that the party is reasonably well coordinated and might even discuss build options to avoid overlap.
Assume your choice of either chained or unchained.
All 1st party material allowed.

You would need to be able to reasonably deal with;
- Solo a CR7 undead Wraith (incorporeal and fly)
- buy and use a scroll of Freedom (9th level/CL17 Wiz spell) = 3825gp
- Planar travel
- buy and use a scroll of wish/miracle (9th level/CL17 spell) = 3825gp
Several may need this to even begin to discover what you need to do to
fix the situation.
- deal with a random outsider (cr ?)

If built for it, a Harrower can pretty much draw from the deck all willy-nilly by level 15. A even halfway decently built Harrow is actually in a highly encouraging spot to craft their own Silent Aviary deck (it's the craftable version of the Deck of Many Things).
But that does not really fit with the OP's assumed party. I suppose that if the 6/9 spontaneous caster happened to be a Fortune-Teller Bard, they could potentially make a decent Harrower... VMC Sorcerer for the Harrow Bloodline, take the Fortunate trait... you need items for Plane Shift, which is sketchy, but doable.

The pfsrd have made an absolute mess of that stat block, haven't they?
I believe they took it from a module where you fight multiple dread wraiths in a single encounter but I don't have Witchwar Legacy myself to check.

Pity it can't be shared with the party so everyone else is left to gamble.

At a certain point it literally becomes uncontrollable. The wealth, the opportunity, the potential... is endless.
I have already designed the Bard VMC Sorcerer/Harrower... she is part of my nomadic caravan tribe (of all small races). She has to rely on items to use Plane Shift... she has several [just in case], but it is still sketchy enough to keep her from going wild.
A Harrow-Bloodline Sorcerer, with the Fortunate trait, going into Harrower could make an absolute mockery of such a deck... having the spells to both build the deck and get out of its trouble would mean there are literally no risks.

I looked in the AON (no Dread Wraith listed) and it says under Wraith;
"Dread WraithA wraith that exists for long enough and feeds on enough life force undergoes an unholy transformation, becoming a creature known as a dread wraith. This causes the wraith to increase in size and strength, and to inflict 2d6 points of negative energy damage and 1d8 Constitution drain with its incorporeal touch. You can create a dread wraith by applying the giant and advanced simple templates, or you can increase the basic wraith to a Large 16 HD undead."
So I took CR5 + 2 (+1) templates to get cr 7. Much different than the cr13 monster on d20pfsrd.
