The idea is to eventually prestige into Mystery cultist so that yes i lose a spell level but the trade off is the spells i do have will be much more potent, anything else i can do to add on to that?

Well, Favored Prestige Class/Prestigous Spellcaster can get that Caster Level back, if you want it bad enough.
Extra Performance/Master Performer would give your Bard stuffs some staying power as you progress in Mystery Cultist. Grab Grandmaster Performer later if you want to increase it further.

How important is that shortbow to you? Maybe take Weapon Focus? Try make up for that missing BAB...?

For traits...
I like Memorable, because Inspire Courage is a mind-affecting effect... so you can use it kind of like Lingering Performance.
Maestro of Society is another really good Social Trait. Competes with Memorable, though... so weigh what will help you most.
Magical Knack is an obvious choice to help with going into a prestige class without full spell progression.
Two World Magic to add Acid Splash to your list, so you can use a Conductive bow? Depends what is more important to you, because this competes with Magical Knack.
For races...
Elves aren't bad, actually. Elven Magic gives you a racial +2 to overcome Spell Resistance. And you could use Weapon Familiarity to use a Longbow instead of a Shortbow, if you want. Or replace it with Crossbow Training, and use a Mage's Crossbow for another bonus of at least 3 to overcome SR... although you can't use a Tuned Bowstring with a crossbow.

Conductive + acid splash seems like it's strictly inferior to corrosive. I wouldn't bother with that combo VM.
Which empyreal lord Malik? Presumably you're after some sweet celestial boons and those might make some difference to which feats you want.
With only feats at levels 1, 7 and possibly 9 and/or 13 available and using a short bow you're never going to be much of an archer. Well, you could possibly use advanced versatile performance-martial performance, but personally I think the normal versatile performance is too good to give up lightly. Are you sure you want to get into archery?

Unchained Ninja/Rogue would net you a lot more martial versatility, ninja trick flurry of stars would get you potential sneak damage at range and the ability to spam attacks at weak foes to free up your heavy hitters without throwing feats at bows. Plus weapon finesse to free up STR requirements a bit.
I built a (regular) Giesha bard Vishkanya with the sleep poison racial feat, 2 Ninja levels/rogue trick (Ninja trick) for flurry of stars that I can pre sleep (or regular) poison for stacking DC's for a stealth/intrigue game where performance would be a drawback, but the ceremony is gold. You could supplement your enchantment performances with various poisons to reduce WILL+sneak followed by performance as a solid 1-2 punch, or rely on DEX/Sleep poison against ranged threats or targets immune to your enchantments.
Kitsune seems a great fit race and stat wise, +1 enchantment DC's, great magic disguise, 3/day dancing lights, freeing up a potential spell slot. And thematically very fitting (can literally transform into Geisha makeup humanoid form, and back).
