I don't believe it actually is. The wording you are referring to doesn't really have anything to do with the feat and should probably be moved under Eidolon entry.
It's mentioned in both the feat and the 'Riding Independent Creatures' part: "If you have the Hulking Evolution feat, you’re able to ride on your eidolon without this drawback' seems to imply that without the feat, you take the drawback.

I'm also interested to hear the ruling on this as it implies you need the feat due to the location of the text, which seems a little silly if you were size small.

Something to think about.
The difference between "tall" and "long" size quantifiers. Beasts are typically "Long" but some can be "Tall" like a humaniod.

With Hulking Eidolon being as it is, are all eidolons considered "Long?"

Even if they are tall, you have no problem riding them 'master blaster' style I guess.

Chonky eidolon should fit in a building as you can dismiss and summon it to pass doors.

Can imagine a "they can't possibly have a --- in here as it wouldn't fit" situation arising.

Military history students may remember Operation Bison from 1948. India got tank tanks up a mountain by disassembling and reassembling them at the top, and the enemy had no anti-tank because "They can't get a tank up this high in the Himalayas".

As long as you spend 3 actions each time you dismiss or manifest [not summon].

So 1/2 speed in exploration mode?

What? I don't get this point as it's only important in an encounter. Having an encounter when you're going from doorways/hallways/trapdoors/ect to bigger spaces means you'll be eating up at least a round of actions.

Yup, I see what you are talking about. That is definitely gonna need some rule clarification. The wording in Hulking Evolution states that "Because of the special link you share, you can ride your eidolon without getting in each other’s way (see the Riding Independent Creatures sidebar)." Considering the special link is there from level 1, it makes it seem like riding your eidolon should not be a problem. That Riding Independent Creatures sidebar really muddies the waters.
