I want to play a Qlippoth Tiefling because of the +2 to STR and WIS and blur (where enemies have a 20% chance to miss me) with the Paladin archetype: Tortured Crusader which uses Wis instead of Cha for abilities.
My stat rolls are: 18, 12, 10, 15, 14, 14
Our campaign will take us up to level 16. What's the best way I can build this character to help keep my party alive? Be aware that I am the only one who can cast divine spells so some healing is a must.

If you're the party healer then a magic item to aim for is a healer's satchel. The satchel wants you to be good at the heal skill, but as a wisdom-based paladin that should be doable.
Assuming that the rolls can be placed with stats as desired then Str 18+2=20, Dex 12, Con 14, Int 15-2=13, Wis 14+2=16, Cha 10 is how I'd arrange those. The Int 13 is to allow you to get the unsanctioned knowledge feat and so that you have a few skill points. Said feat will let you grab a couple of odd healing spells and maybe another thing or two that catches your eye. You could dump Int and raise Cha if you want to use the use magic device skill on healing scrolls instead.
On other feats you're going to want power attack as a melee goon, and possibly combat reflexes and bodyguard (maybe in harm's way too) to help keep others alive. I was going to suggest some feats which boost lay on hands but then I noticed that tortured crusaders can't use that on others. Sad.

I don't see an edit option so please forgive me for the double post.
Even though I can't use my lay on hands to heal others, can it still remove curses from others? And I can still use healing spells on others, right?
I'll probably be using the Soul Seer and Fiendish Sprinter Alternate racials and my weapon of choice will probably be a greatsword.

Here a a few possibles that you might want to maybe include, some doubtful all. ;)
Feats: Healer's Hands, Fey Foundling, Planar Infusion Feat Chain(Positive Energy Plane), Greater Mercy and Ultimate Mercy(Free Raise dead with non-permanent negative levels).
Items: Phylactery of Positive Channeling

Tortured crusader is not very useful for healing, as paladins get ridiculously few spells per day and that archetype can't use LoH to heal others (and they don't get Channel Energy at all). You might be using all your spell slots for healing. Starting with 16 wisdom and getting a headband of inspired wisdom +6 will net you a total of two 4th level spells per day at 16th- not a lot, and at that level you'll likely have to save them for restoration. You might just want to have a party member craft or buy a wand of cure light wounds, since that's the best method of healing in Pathfinder.
Fey Foundling is great for healing yourself, but doesn't help for healing others. Just make sure that being found in the woods by fey fits your character concept.
As a paladin with Fey Foundling, I don't think that Diehard will be that useful. You already have high hp and can self-heal very effectively. Endurance is a worthless feat for most cases, you could replace that as well, maybe with a save-boosting feat like Lightning Reflexes since you don't have divine grace as a tortured crusader.

Agh. Then maybe not a Tortured Crusader. I'm the Gm and there's only 3 party members. Unchained Rogue, Unchained Barbarian, and Eldritch Archer. I was just going to have a character that helped them in a pinch, so I need more healing. Guess I'm gonna have to scrap this character.
Can a Tiefling be an Oracle?

Any race can be an oracle. And you don't need to scrap the character if you really want to play it- it just won't be the most effective possible healer or support character.
Oracle is a good choice for healing, though. They can buff others much more effectively than a paladin, so overall I'd say that it's definitely better for support.

Human is essentially the best race for every class. It's also the most boring.
Gnomes and halflings both get a CHA boost, but their STR penalty means that you won't be doing much melee. Half-elf and half-orc can get a CHA boost. Aasimar, some tiefling variants, catfolk, changelings, dhampirs, etc... anything with a charisma boost is a fine choice, it just depends on flavor and whether you want to do any melee fighting.
