You don't look at the "monster-side" stats unless the "player-side" stats say to do so. So in this case you call back on the CRB, which states:
Speed
Your character’s land speed at the beginning of play is 30 feet,
unless she has an ability that modifies it (or penalties from
armor or encumbrance). See Chapter 8 for more information on
speed and movement.
You'll notice that the races in the CRB also don't list their speeds.

So, at the sake of being coarse, only movement impaired members of alien species join the Starfinder Society?
And some races get unseen augmentation to help them move faster?
It's pretty common that the alien-side stats have some things that might be a bit strong in the hands of PCs. Notice how PC formians also don't get the poison stinger. Movement speed isn't singled out here.

Monster stats and PC stats have never been lockstep in Starfinder; this is a very good thing, because it means we don't have to keep track of racial hit dice or level equivalencies. Streamlining is good, if it means that I can play a weird alien bug-thing without throwing off the entire game's progression math.
