Challenge Points Clarification

It was discovered in a GM discussion thread that there is a discrepancy in the challenge point systems.

In the appendix for both tier 1-2 encounters, the scaling encounter box has a stipulations for 16-18 challenge points.

Per the Organized play website, 16-18 challenge points is high tier play with no option to play up or down.

Has this been adjusted and not changed on the organized play website or am I just missing a blog post with the updates.

My thought on it is that they are trying to mimic what they had in 1st ed

I believe that yes, this is deliberate. I dont believe we use the Guide any more, instead refer to the impact of the challenge point system. This seems to be designed to avoid very marginal groups of multiple low level players being forced into high tier.

Yes, in the most recent scenarios they've tried to provide alternate scaling for large number of PCs, all-low tier hitting the high tier threshold versus small number of higher level PCs for this overlap region. The guide has been out of date for a while now in terms of how to apply challenge points (but not how to calculate them). Ever since about 1-05/1-06? the scenarios contain the full details on how to scale -- no level bump to the adventure, as described in the guide.

There's been a couple of comments from the campaign leadership about the intent of the change, but no blog post -- probably because they'd have to have had a blog post about changing how to use CP every other month as they've been fine-tuning it.

If I understand correctly

1. We are no longer using the guide to determine tiers. We go off of what is in the scaling encounter boxes in the rear of the scenario.

2. There are no more level bumps to the adventure.

3. Do level bumps to the players still apply? Such as a level one character playing in high sub-tier.

Level bump to the players still apply, when you have a lowest level character in the tier, playing in the high-tier.

You still use level bumps to the adventure if you're running an older adventure that doesn't list the explicit scaling, but otherwise no.

Determining tier is a touch tricky right now as it is scenario dependent, only a couple have the overlap in the 16-18 range, so you currently need to check if the scenario provides that option or not.

I have not seen it yet, but I would like to see the exception from PF1 instated for PF2 in that if your challenge point total "forces" you to play the higher sub-tier, but you do not have any PC levels actually in that sub-tier the table can "chose" to play down. They would probably need to forfeit any level bumps and such. I recently experienced this phenomenon and we were very close to a TPK because the enemies were hitting much more often than the PCs were and not only averaging more damage per attack, but also critting much more often because of their attack vs AC advantage. I'm all for challenging combat, but wow was it over the top and felt almost punitive.

That post from Michael Sayre is the closest guidacne I can find - he's talking about an idea they're working on, which I guess support for the idea has crept into scenarios before it got officially put in the guide.

The guidance largely seems like that's intended for situations where more players have pushed up the tier rather than higher levels. Given the way it's worded I doubt it's "rules" - but I'll probably offer players the choice if they're in that position (As worst-case I'm being a bit too kind to them).
