You presumably earn Experience first, and *then* perform Downtime checks... right?
Or would that potentially be too cumbersome to calculate while you're cleaning up the table?
My -2001 just hit 5th level while in the middle of Crafting, with a potential stat increase and a potential skill increase, so this question is multi-faceted.
(obviously I'd like it to be the former, but would understand if in practice it was the latter)

I've always viewed the process of the GM filling out the chronicle as happening before the chronicle is _applied_. Therefore the character hasn't leveled up.

I never considered that perspective, before.
I was coming at this from the point of view that Downtime happens between missions, which would invariably be after experience was applied. Is leveling up a Downtime activity?
I find myself rereading your last sentence over and over again. I have my Chronicle. My GM filled out everything they were required to fill out. I stated I was using my Downtime to continue Crafting. There is no roll they had to witness.
The order of operations is what brought me here.

I can definitely see how the continued crafting use case would lead to that interpretation/question. I've only had one player want to craft, everyone else has always done Earn Income. And while that still has the 'technically happens between adventures' its a GM-witnessed roll.
