That looks...very, very silly to me. Decorative rather than useful. As for stats you could use whatever axe you like, or with all the spikes you might use the stats for a pick. There's no size scale there so it might be anything from a light pick to a greataxe.
Based on the handle length, I'd say it's more a one-handed weapon, otherwise the size of the blade head would be incredibly unwieldy if the length of the handle was designed for a two-handed grip.
Although, all the extra crap on it makes it pretty poorly designed at doing what it's supposed to do anyway. You might as well just use a spiked mace and avoid the risk of hitting with the flat of the weapon.
The right hand spike, the bottom spike, and all the individual spikes on the left side blade, have barbs, meaning once you hit something, the weapon is stuck in the target. Which means this can only be a throwing weapon. The general shape reminds me of a hunga munga (although the handle is a bit too long), too.
