Armor Class (page 447):
Attack rolls are compared to a special difficulty class called an Armor Class (AC), which measures how hard it is for your foes to hit you with Strikes and other attack actions. Just like for any other check and DC, the result of an attack roll must meet or exceed your AC to be successful, which allows your foe to deal damage to you.
For Check and DC see also here.
So, yes, Skill checks, flat checks, attack rolls and saving throws are checks, damage rolls are not. (There's also Counteract checks, maybe more?) As long as it is d20 (with or without modifier) versus a DC, it's a check.

Could be as soon as GMG, for a diceless GM variant, where only the players roll dice, so they have to roll armor checks vs. the monsters attack DC.
Though I find that very unlikely, but in theory, it could work: Say a monsters attack is +12, and the PC's AC is 23, GM would have had to roll 11+ to hit.
Turn values around, the Monster has Attack DC 22, the PC's armor roll is at +13, he needs a 9+ to not be hit.
(It does change crit-chances though?)

as a lazy GM i find this concept very intriguing
