Thrown Weapon Mastery - When a charau-ka throws a weapon, the weapon gains the deadly d6 weapon trait. When it throws an improvised weapon, it doesn’t take the –2 penalty for using an improvised weapon, nor does it take the penalty for using that weapon to make a lethal attack instead of a nonlethal attack.
What would be an appropriate level for this to be available to a PC? I'm kinda sad nothing like it exists in the CRB already but was thinking of adding it as a General Feat option as it seems pretty good but not exceptionally strong.

Normal +d6 (+ other things) would be around 6th level class feat.
General feats are generally much weaker though, mostly around +1 tops +2 bonuses.
So, I would just give it as a 6th level feat to fighter and maybe ranger.
Let the other classes MC to get it.
As a general feat, I wouldn't put it in less than level 13

On a related note, 1e had a bunch of improvised weapon feats (such as Catch off Guard and Throw Anything); I haven’t found anything in the crb that might offer a way to make an improvised weapon fighter, or something to negate the -2 penalty for using improvised weapons. Am I missing anything or has this basically been simplified out of the game (subject of this thread notwithstanding)?

I'd probably just assume it was deemed too niche to be a core option. We will probably get some support for it eventually.

Depends on how you do it though. For instance, have the deadly d6 come in at a higher level. Make it a level 2 class feat that just lets you use improvised without the -2 and lethal and say "at level 6 [or whatever level seems appropriate] improvised weapons you use gains deadly d6".
The same could lower a general feat to 6 or 8 for the base ability and then higher for the d6 deadly.

Its imrpovised and shoddy more or less.
Which honestly you can overcome (not fully but a little bit) with mutagins at least.
Also. shoddy's referenced well enough I think you can Rune improvised weapons as you wish.
However currently there is no way to mitigate it with feats (catch off guard/ throw anything).
I am really hoping for a general feat maybe to allow it.
I want my Alchemist to fight with his tool kit supplies.
