It’s too early. Unfortunately, the VO who has organized the event the past couple of years has retired. Combine that with the closing of Scotty’s and the Wednesday pre-Con event is in a bit of turmoil. The Gen Con Organizing Committee will be discussing whether or not it’s something we can incorporate more into the official schedule and possibilities for a venue. Beyond that, I’m unaware of any other activity.

GenCon has an area for 'Slot 0' and 'Early Arrival' events set up at Union Station (not the Crowne Plaza, but the building to the northeast of it, just south of the Omni Severin). In years past, that's where some of the non-Scotty's Wednesday events were held. Wednesday's events are pretty unofficial, though, so there's not a lot of con organization there.
Logistically I'm not sure how it would work out, but figured it was important to impart the little information I know.

I organized a few Wed night games through GenCon last year(2 PFS, 1 SFS). We got space in Union Station and were ticketed events, albeit free ones. I'm not sure what time they start events on Wednesday, but there were afternoon games 2 years ago. I don't recall who organized. Edit: Just checked my PMs, it was James Risner.
Event submission is open until 3/10, so anything after that may or may not make it through. If this is going to happen, a decision needs to be made soon, however.

Is Scotty's closed permanently?
EDIT: So it is. That makes me horribly sad.
Hmm
I'm not.
I went there once last year out of nostalgia and was rudely reminded why I didn't want to return.

I will admit that as a lactose-intolerant vegetarian, there was nothing there for me to eat, but I still liked going there. I loved that the staff was all in costume. I loved that the menu the first year that I went was themed around Starfinder. I loved their t-shirts and kitsch, and that they appreciated the gamers who came to them.
I thought that Scotties was pretty neat, and my plan was just to visit and take in the ambience -- buy a t-shirt, get a drink -- and then eat at someplace that served vegan options. It was loud, it was crowded, but it was so enthusastic about what we were doing that I will miss it.

The Sagamore is probably not the ideal location to do this, as there will be set-up going on, as well as the disruption potential of said activity.
Plus the fact that a goodly portion of folks who've participated in the Scotty's/Pre-Gen Con games are, based on personal experience, folks who've committed to helping run tables or HQ or the like.
This may also encourage NOT using the Sagamore as they will be spending most of the weekend there, too.
Some hotels block off the ball rooms and what not that they are using for Gen Con on Wednesday. It might be worthwhile exploring using of those rooms as an option, depending on the popularity of the event.
That being said, I'm not local to Indy and right now I'm trying to figure out logistics of getting into a room that doesn't involve ninety percent of my weekend gaming soul.

There are pros and cons to using the Sagamore, even if that is a possibility, which it may not be. If it turns out that the organizing committee supervises the event, it would have to occur in the Sag since that is where we will be. If it is held in another venue, it will require someone else coordinating. The Scotty’s event was originally organized by a former VC on his own without the direct involvement. That has largely continued to be the case, other than it was sanctioned as the official precon event and received normal convention support. Ideally it might be best to keep it that way.

I'm happy to help with organizing for evening games, though not for any afternoon games. My flight is scheduled for 12:05 arrival, so questionable at best even with games starting at 2.
The hotels generally only make their space available to guests staying there, so that's going to be fairly volatile. I know the Westin generally does NOT have space available for people to game. If anyone is staying at the Sheraton, they generally do make space available in their ballroom, but you need to be a guest of the hotel.
Incidentally, if you are going to ticket the events through GenCon and have them find you available space, that needs to go through Tonya for approval.

The Embassy Suites Lobby has a number of tables/booths that are open for anyone to use for Gaming, not just hotel guests. It's near their restaurant, so you can walk over and order food/drink etc.
The only time it's not really open to the public is during Breakfast (usally 6 am to 10:30 am, you have to show a Room card to get in.)
That said, usually for the duration of GenCon, many groups use it to meet and play games throughout the day, and well into the night.

So, I made a Warhorn to organize Pre- and Post- Gencon games
https://warhorn.net/events/pre-post-gencon
Let me know if you want to GM, and I can add the slots and scenarios for you.

It probably would have been better had you talked to me as the local VC before doing this.
As Bob mentioned below, I am in discussions with a local venue, but am awaiting word from them. And I’m only referring to PRE Gen Con games on that Wednesday - what people do after the con usually has been taken care of by others.
This is something the Indy lodge has done for the past several years, and we will do this year as well. So, even if you schedule something, I will still schedule at my venue and use that as the one that gets con support.

All:
Here’s the update I think you’ve been waiting for (at least, in part).
PRE-GEN CON PFS/SFS
There will be 10 hours of Organized Play goodness on WEDNESDAY, JULY 31! These games will be held at our local game store downtown, Good Games (111 S. Meridian). It is only a couple of blocks from the Convention Center, and a bit closer than Scotty’s was!
We will have 2 slots: 12 p.m. to 5 p.m. (10 tables) and 5 p.m. to 10 p.m. (5 tables).
As we typically do, I have sent a request for GMs to a select group who have GMed before for us, some of whom are local. Next week, I’ll reach out to the VOs and about a week after, I’ll open it up to GMs generally. Once we get the GMs and scenarios assigned, we will open up the options for people to join tables as players.
These tables are part of the tradition of the Indianapolis Lodge in organizing these events.
POST-GEN CON
Glen will be coordinating these games, and we are looking for a venue to host them. It was Glen’s idea (and a great one!) to use one Warhorn for both, which is what we will do and it will be the Warhorn he linked above (https://warhorn.net/events/pre-post-gencon).
Let Glen or me know if there are questions. We will do our best to keep you updated, so stay tuned!

Alrighty, folks:
If you are interested in GMing for the PRE gen con events, send me an email (mark.stratton AT gmail dot com) and let me know:
1) What slot you want (12 p.m. -5 p.m. or 5 p.m. - 10 p.m.)
2) What scenario you want to GM
3). YOur Paizo.com username/screen name
4) Your Paizo.com email address
5). Your PFS/SFS number
6). If you are a RVC/VC/VL/VA.
If you check the Warhorn HERE you can see what games people have already signed up to run. As well, you’ll need to register with that Warhorn if you haven’t already.

Mark,Thank you for working out something with the local shop to make this happen!
Unfortunately, due to a couple of prior commitments, I won't be able to make the events pre- or post-convention.
Do you need any logistical support (pens/paper/pencils/whatnot?)
That’s very nice of you to offer, but we’re good on that stuff! Thanks, though!!!! Sorry you can’;t make it.

We are still looking for GMs, for both the Pre- (Wednesday, July 31st) and Post- Gencon (Sunday, August 4th or Monday, August 5th) games.
We currently have 4 spots open for Gms that want to run in the Wednesday afternoon slot (12-5pm) and 3 slots open for the evening slot (5-10pm).
As for Sunday, August 4th, we have 3 games scheduled, and are looking for more GMs.
I am looking to see if there is any interest for games on Monday, August 5th in the morning.
Please contact me or Mark if you are interested. If I have not responded to you, please ping me again.
Thanks,
Glen
