Ok so as I understand it making a +2 belt of strength to a belt of physical might +2 strength and constitution. You would need the feat: craft wondrous item, bulls strength and bears endurance spells. The DC for spellcraft would be 17. Ok with that said, I am a bard with out the spells but have access to a Wizard follower who can cast them. Is the Spellcraft DC still 17 or is it 27 (because I am not casting them)? Other question can I use scrolls in place of Wizard? If so the question is do you only need the spells once(hence using a scroll) or every day the spells have to be cast? If can use scroll does DC stay 17?

Not sure about the wizard follower thing... pretty sure the one doing the crafting has to have the spell as well as the feat but it's not something I do very often.
There is the Figurine of the Dwarven Forge which lets you use scrolls with the proper spell to craft the item rather than having the spell yourself.

The increase in DC is only if you cannot supply the spell at all. If you have another character supply the spell, or if you can supply the spell via a scroll or something, you don't increase the DC; otherwise, there wouldn't be much point in supplying it at all. You do generally need to be able to supply the spell each day of crafting, though; if it's an expensive item, you may need the other character to be available each day or need multiple scrolls to fulfill the requirements.

My homerules for crafting allows for, "cooperative casters," when the spell/scrolls/etc. are not possessed.
I am not sure about "generally need to be able to supply the spell each day of crafting..." But I might be wrong - if that's written down somewhere I'd like to see it.
I just cannot see casting wish (as well as all the other spells) every day for 350 days while creating an Adamantine Golem.
(understand that is craft construct - but same rules should apply, craft wand, craft wondrous, craft construct... and again, maybe I'm wrong, but I'd like to see it.)

CR pg 550: Magic armor third paragraph: "if spell are involved in the prerequisites… The act of working on the armor triggers the prepared spells, making them unavailable for each day of the armors creation"

So yeah, "generally" meaning called out for every type of magical crafting, each day of working on the item triggers the spell in the prerequisite and makes it unavailable.

Crafting and Bypassing Requirements: What crafting requirements can you bypass by adding +5 to the DC of your Spellcraft check?
As presented on page 549 of the Core Rulebook, there are no limitations other than (1) you have to have the item creation feat, and (2) you cannot create potions, spell-trigger, or spell-completion magic items without meeting their spell prerequisites. So racial requirements, specific spell requirements, math requirements (such as "caster level must be at least three times the enhancement bonus"), and so on, are all subject to the +5 DC rule.

Crafting and Spell Requirements: When crafting an item, can an arcane caster use a divine scroll to fulfill an item's divine spell requirement?
Yes. (Likewise, a divine caster could use an arcane scroll to fulfill an item's arcane spell requirement.)
However, the character has to be able to activate the scroll somehow as part of the crafting process. This probably requires the arcane caster to succeed at a Use Magic Device check to activate the divine spell. If the caster fails to cast the divine spell from the scroll, he makes no progress on the item that day unless he has another source for that divine spell (such as another copy of the scroll).

Nope. The slot for wish is needed each day. The component is not needed unless the item is to cast the spell, and then it needs the appopriate number of components in the crafting. The Adamantine Golem does not cast wish, so no component cost is needed.
