Light Generation: Fully 30% of magic weapons shed light equivalent to a light spell. These glowing weapons are quite obviously magical. Such a weapon can't be concealed when drawn, nor can its light be shut off. Some of the specific weapons detailed below always or never glow, as defined in their descriptions.
This text is probably one of the most ignored bits in the CRB. It's not even entirely clear if one can deliberately craft weapons to glow or whether it's just a side effect 30% of the time when crafting. At least one specific weapon that pretty clearly ought to have text saying it doesn't glow lacks such, namely a Sword of Subtlety (or 30% of such swords all but negate their own ability much of the time ... ask your average sneak attack character how easy it would be to get a sneak attack in when your weapon glows) Most DMs, in my experience, only have magic weapons glow when they want them to and this text is ignored about the same time they stop placing magic items generated randomly as treasure.
That said I'd probably still not have my bow and arrows glow unless I specifically wanted them to do so. And then it would be in groups of 50 either all glowing or not. And mind you they will be glowing all the time ... probably sending light out the top of the quiver and other generally inconvenient times and places.

Pretty sure that text is meant to apply to randomly generated treasure, not to items you make yourself.
I for one see no reason why you couldn't have glowing arrows if you wanted.
I totally agree if that wasn't clear. You can craft pretty much anything with the GM's approval including a magical bow that actually shoots 'tracer' arrows (which is very different from a 'glowing' Bow and/or Arrows). Item creation and associated feats, however, make no mention of random light generation of crafted items leaving the question of just how do they occur since 'all' magic items are presumable crafted using item creation feats by someone (and that's what I meant by deliberately vs side effect).
