Ranger / paladins and caster levels

In most PFS games I play, as soon as the scenario is over everybody (usually) runs out and spends thier 2pp on a "free" wand of CLW. That isn't the issue. The question applies to the Ranger/Paladin. The question is does those classes require a UMD until they are level 4?

No using a wand does not require a caster level. As long as the spell is on your spell list you can use it.

From the 'Using Items' section of Magic Items in the CRB:

" Spell trigger items can be used by anyone whose class can cast the corresponding spell. This is the case even for a character who can’t actually cast spells, such as a 3rd-level paladin. "

Or similarly anyone whose ability score is insufficient to cast spells of that level.
