So currently polymorph spells replace your stats with different stats, and you get some unarmed strikes. Most of those strikes just do damage and are pretty similar to one another.
Having each form have a special ability would make things much more fun and exciting.
Wolf: gets good speed maybe scent and has Trip on its bite.
Big Cat: has good speed and the pounce activity=three actions to stride and make two claw attacks and a bite attack, all at you current multiple attack penalty with a -4 penalty.
Bear: no special abilities, just good Ac and damage.
Gorilla: can climb, has grab on its fist and can throw creatures into each other to damage both.
Boar/Bull/Stag: has good speed and a charge activity that moves strikes and pushes.

I have LOTS of complaints about the current Wild Shape Rules but this isn't one of them. The current system actually DOES this to a reasonable extent. You're asking to augment those by a fair bit.
Lets look at Animal Shapes(original version, couldn't be bothered to track all the changes). Some examples :
Ape - Gets climb speed
Bear - Agile claws
Bull - Faster with speed 30
Canine - Faster speed
Cat - Bite AND agile claws
Frog - Swim speed, tongue with reach,
Shark - Faster swim speed
