Because i dont see where it is to pick up new languages. And i have a 10 in int nothin in culture. But i am tired of being left out of the game so i want to patch some holes. I
is there a Universal translator program that a character could buy? Or a Library chip that contains a language that you can put your words into and translate into that language.somethin like that.

You can get one that works for any one language with an Envoy's Mouthpeice
If you feel like talking to things that aren't people, you can get an augmentation for animals. There's a different augment that allows free telepathic message to robots, but the spell is still language-dependant.
Both Connection Inkling and Technomantic Dabbler can get you Comprehend Languages, but you still won't be speaking much.

The Tetrad Certified translator out of the society guide costs 500 credits or babysitting three weekends for Fitch. After a few minutes of getting people to talk to it it kinda works, but is functionally google translate
Actually, its better than Google translate, as it translates languages Pact Worlds infosphere (i.e. Google) has never had contact with.
In addition to Comprehend Languages, Share Language is a good one for Connection Inkling.
475 credits gets you a Serum of the Diplomat which lets you comprehend, speak and understand one language you heard in the last 10 minutes for 1 hour.
Lastly, if you just want to translate known Pact World languages, simply get a computer with an artificial personality and download the relevant language packs, given it can both understand and speak said downloaded languages. Then tell it to translate what you say, and what they say back.
Now, a GM might limit interaction bonuses (i.e. Diplomacy, Bluff, Sense Motive, etc checks) through it to the computer bonus (i.e. max of 2 x computer tier). And certainly won't have options for languages its programers have never encountered, so its not quite a universal translator, but in the Pact Worlds should work in most cases.

If you are a Phrenic Adept, or a race that has Limited telepathy and takes the Psychic power feats; you can grab extended telepathy to make a mysticism check to communicate with any creature that has a language. although at that point you're probably better off just grabbing a few spell amps of tongues for emergencies, unless your GM is throwing you into first contact situations every session.

3rd level spell amps of Tongues are 3,000 credits for 100 minutes of talking and require you to be level 8 to purchase in a city, while Serum of the Diplomat is 475 credits for 60 minutes and can be bought at level 3 in a city. Tongues is admittedly better when you need to speak multiple languages simultaneously, but for most emergency communication needs, the serum is a better choice, and available much earlier.
Although, it seems odd to me why the other character wasn't translating for the rest of the party's benefit while talking.

Each skill rank in Culture gives another language you can speak, read, and write.
But the equipment listed earlier in here would probably suit your needs better since you would have to level up in order to put ranks in Culture, and it would only work for one language each.
