The Gorget of the Primal Roar has an activate-able effect that requires you to be polymorphed into something non-humanoid. I didn't check the entire spell section for all the polymorph spells, but seeing as this seems like its meant to be a Druid item, I did check all the spells they get to use through wild shape. All of those spells to a one include a line to the effect of: "Your gear is absorbed into your form; the constant abilities of your gear still function, but you can't activate any item abilities."
So how can you even use the Gorget?

I'm not sure that follows. If the activate-able abilities of invested items still get to work, then that is a hefty swath of item abilities that you get to use even though the language in all those polymorph spells is essentially "none, not any".
Does the game make a clear distinction between activate-able item abilities and activate-able invested item abilities anywhere else?

Specific overrides general in this case. The polymorph spells say your equipment is absorbed and you cannot activate them, although continuous effects are still applied. So that whatever that continuously gives you +2 to dex is still giving you +2 to dex, you just cannot activate its additional effect.
The Gorget gives you specific permission to activate it while polymorphed, therefore, you can.
