Permanent 1st level items

I am trying to build 3rd level characters and the book tells me to give them 2 permanent 1st level items. However, all lvl 1 items have the 'consumable' trait. I see that the Party Treasure by Level table also mentions that a party of adventurers should have between 1 2nd level and 2 1st level permanent items.

Any idea on where to find such items?


How about expert climbing kit or expert artisans tools?
There's a sentence at the end of the section on party treasure gain on page 347 about level 1 permanent items "your best options are weapons, armour and gear from chapter 6 worth between 10 and 20gp". I'm fairly sure that includes level 2 mundane items up to 200sp.

Sadly, Chapter 6 (that's Equipment, right?) says

page 174, Item Level wrote:
If an item’s level isn’t listed, its level is 0.

The only things I see marked otherwise are for quality: 2nd for expert, 7th for master.

I'm going to guess that unlisted items should be considered level 1, not level 0, so the idea is that you give them expensive mundane stuff.

Unlisted (aka standard or inferior quality) Items are level 0 so that level 0 hirelings can craft them, and so that the checks are easier to make.
