Rules Questions

Do the armor upgrades that grant uses / benefits of a spell function at minimum CL, Upgrade item level CL, armor level CL, or character level CL?

For Privacy Shield specifically, does it function at 11 + CL or 15+CL for the opposed check?

So, I've tried to dig through the CRB and see if I could answer this and have struck out. If the armor upgrades are Spell-like Abilities (unclear) then the CRB says that they would function at a Caster Level equal to character level. While these abilities are limited use and are not gained through spell caster levels, they do not say that they are SLAs. The wording is instead that they function per the spell. The text for Caster Level for spells has nothing to say about items / equipment that create spell effects.

Equipment Item Level has no text on caster level of effects. The section on breaking objects and saving throws seems to equate caster level to item level, but I cannot find any other text supporting that.

Spell Ampoules do explicitly equate item level to caster level, but as those are spells-in-a-can, I'm not sure how general a rule can be drawn from them. Any thoughts?

upgrade item Cl...and Dispel Magic is the clue...for dispel checks against magic items it goes against 11 + Item level

the privacy shield specific part is a tougher one...depends on how nice your gm is...Nondetection does say 15 if the caster currently has the item in his possession and the creator did at the time he made it ...not every gm is gonna like that though ...i would say 15

I agree that it's item level = CL, and you should be nice and grant 15 since they don't say otherwise.

I wrote that poorly..it bothers me... upgrade item level = cl
