My opinion, as one who really would like to see fusions for Unarmed (even if it meant wrapping a seal around my wrist) would do the following.
If the character has nothing. Level 0, no fusions.
If they Have Improved Unarmed Strike, consider their fists level 1, and each level their fist gets a damage die increase, treat it as that level. E.G, at lvl 4 it raises to 1d6, make it a level 4 weapon then.
If they are using a Hammer Fist Soldier, consider the item level either equal to the armor (which is required to be worn to use Hammer Fists) or, equal to the equivalent Battleglove who's damage die they are using.
This shafts creatures that get Unarmed boosts from race a little, like Vesk. Consider them 0 or 1, GMs choice, but strongly push them towards Improved Unarmed if they want a higher considered level.
That's how I'd do it.

Using the levels Unarmed Strike increases at is an elegant solution, I like it. I'm going to suggest that to my players.
I don't think I'll make the feat necessary (it's still a pretty good feat without), and I am vary of "awkward levels" like 10 (you can't get the fancy level 10 fusions for a while, but at 12 you can suddenly have those AND something in addition), but thank you very much. I hadn't thought of that at all.

No problem. Just remember, short of Vesks and other Unarmed Racial choices, the damage is 1d3 -5 if they're fighting anything with armor. Not gonna beat much and won't stack up to what they should have around any Unarmed boost level. High level seals don't really boost damage at all (though I have heard a few in Armory might).

Actually this was based on a vesk player wanting to either have a critical hit effect on his unarmed strikes or being able to do fun stuff with the Duster Weapon Fusion (i.e. ignore half hardness when destroying items WITH HIS POWERFUL CLAWS). So it wouldn't count as archaic and scale pretty well.
I've heard that one of the Gear Boosts in Armory is Unarmed Mauler. I have to wonder if that gives a critical hit effect to unarmed attacks. If it does, then it's an instant grab for me when I hit 7th level.

It does, indeed. And that effect is "Wound", or "Severe Wound" if you take it twice.

Yeah, its kind of crazy. Especially since you can get it quite a few levels before you could afford anything able to fit a Wound fusion. Take that and the Improved Unarmed feat, and you can easily go "I don't care about your modern armor and its -5 damage. It only matters a bit until I roll a 20, and tear a part of your body off".

I think that the item level of the unarmed strike should be equal to the characters level (at least that is what I do).
Whilst not bad persay, this creates a problem that fusions (as the thread is about) would be horribly expensive. You've have to replace/transfer them every level as they became too low level for your unarmed strike.

Bracers of fusion would have sockets for up to 4 solarion weapon crystals. You would have to create additional crystals for other weapon effects.
A singing crystal would add sonic damage to a weapon(and now hands and feet). If you hold the crystal up to your ear, you can hear the music of the spheres.
A solarion with one of these can use their mote for other effects.
