As for Stricia. I really did consider a Vow of Truth (Could always use more Ki and it's a great thematic fit) but I'm not sure if that will cause issues with an Intrigue kind of game like Hell's Rebels. If the rest of the group is fine with Stricia going stone cold silent at inopportune times then I wouldn't mind going that route. It'd make for great roleplay fodder and Stricia's Bluff is always going to be terrible anyway.
IIUC, you /can/ lie in an emergency... you'll just lose all your ki until you can get to an Atonement spell. Okay, yeah, it would have to be a pretty big emergency.
If you think you might like to go this route, let me know; we can either just wave it in, or make it happen in-game.

Yes I did. Okay, mechanically our options are advance as a bard with that one level dip of vigilante; retrain to straight bard with the masked persona; or stay in vigilante. Correct?
I'm good with any of these, so it's really a question of what sort of character you want to play. Skimming the gameplay thread, you've been playing her as cautious to the point of paranoia, which is just fine; possibly the psychological stress of getting involved in a rebellion is fragmenting her personality a little bit.
We haven't heard from the other bard PC yet, so it's not clear if doubling up on the bard spell list is going to be an issue. That said, the bard has a lot of archetypes, and you can customize it pretty hard. An archeologist might work here, as could a daredevil or a court bard.
So, tell me where you want to go with this and we'll work out a path.
