Basically yes.
I think the rules take care of this .... the only way in which a temporarily closed location is considered closed is in regard to whether a villain escapes to that location. It is not considered closed in regard to any other game effect.
Ulunat is not technically escaping here. He isn't defeated OR undefeated, so the rules about a villain escaping don't apply. (The power happens INSTEAD of Ulunat being defeated.) So, Festering Ulunat is not considered closed for the purpose of this effect.
That's pretty technical, though. It may have been better to say if FU is not "permanently closed" then x, but maybe they ran out of room.

Yep, you need to permanently close Festering Ulunat in order to successfully corner Ulunat. I just really didn't want him to escape _into_ himself, as hilarious as that might be :)
So, in order to win you need to:
1) Defeat/banish all Conflagrations so you can close locations
2) Encounter Ulunat, so that Festering Ulunat shows up.
3) Display allies and work through every card in Festering Ulunat so you can close Festering Ulunat
4) Defeat Ulunat while Festering Ulunat is closed and all other locations are closed or temporarily closed.
That first run-in with Ulunat is potentially the scariest, since an early undefeat costs a lot of blessings. In one of our tests, he was actually the very first card encountered, by surprise.

He is a scary scary bug, but we had Feiya with Staff of Curses for 2x 13+1d4 Difficulty decrease, so we managed to persevere. If I recall, she might have also let us evade him when we first bumbled into him with a Staff of Evocation, putting him on top so we could take care of him when we felt ready. Feiya MVP! (Special shout-out to Zetha for Burying 2 monsters she auto-drew each turn to never advance the Blessings Deck).

How do people feel about the scenario reward? My crew just finished 3-6E last night, and one guy asked me what the reward for 3-P was. I read it off to him, and he pondered just stopping there with the Scenario, Adventure, and Path rewards we'd just earned and calling it a day.
Really? I was pretty excited about the 3-P award myself, since we have another season coming up using the MM box, and it'll be useful.
Being able to visit the Sunburst Market IN ADDITION to any other vendor at every scenario will be a HUGE advantage in the early game.

In testing, it's a powerful benefit mechanically, as well as really nice for convenience and ease of mind. If you don't plan on playing Season of Factions' Favor or replaying Season of Plundered Tombs, it has a limited benefit, though.
I was curious if anyone would ever use it for normal Mummy's Mask play; it's a very mild benefit in the non-OP Adventure Path, but it's nice to have the option :)

You must be visiting another trader. So you can't do it on the very first scenario, but can do it thereafter (assuming you succeed; the first scenario does give you access to some traders).
Generally speaking, Sunburst Market is the ONLY trader I ever visit in OP, so I'm somewhat less eager for it. We DID finish the scenario, though, so we'll see. My next character is probably gonna be one who unburies stuff, so maybe I'll be more into Traders.
