Not everyone's going to get much out of the theme's ability score bonus. The main draw is the suite of abilities the theme gives you.

Yeah. It's nice that you can get the theme bonus either in the stat where you want it for qualifying, or in your primary stat to free up more point buy.

The only time I've seen it matter much is STR +1 stacking with treat your STR as 1 higher effects for Bulk to increase carrying capacity.


What do the Scholar and Themeless themes do?


Is Androffa mentioned at all?
Do the Pact Worlds have any kind of governing body?


Scholar:
Beginning: INT bonus, -5 DC for skill checks to recall knowledge in 1 specialized field of a science skill.
Early Career: 1/day reroll on a skill check to recall knowledge
Mid Career: Greatly reduced research times with access to sources
Late Career: 2/day recover Resolve by thinking about information related to your specialty when the GM says it could be useful


Themeless:
Beginning: a bonus to any stat.
Early: 1/day, a small bonus to any skill check
Mid: 1/day, reroll a skill check from a previously chosen skill.
Late: +1 Resolve.

A case of the bonus being nullified (or effectively nullified) is something like how score increases every 5 levels will take one from 16 to 18, but also 17 to 18.

You just have to accept that at some point you aren't really losing anything. In either case you're spending an increase to get an 18.

With the 18 starting cap, it is a poor choice for a primary stat (as you won't be able to hit 22 (before the stat boosters)

But for a secondary stat that you don't intend to take over 18, you aren't really losing out.
So throw it on Con, raise it twice(or three times) to 18, then spend the increases elsewhere.

More importantly, though, you'll probably never take a character to level 20, so the fact that it's fairly cosmetic really doesn't matter at all.

Your character needs a strength of at least 12 (single) or 14 (dual) to use them. The item levels are 11 and 14 for single or dual arms. They do not increase the number of attacks you can make.
