They do not have a casting class. They only have some spell like abilities. That said, they have a decent starting charisma. If you can find a way to give some skill points in use magic device, then he could use wands that way. The DC to use a wand is 20, you can keep trying until you fail with a natural 1. If you roll a natural 1 and fail then you can't try to use the same wand for 24 hours.
One good way to get him/her skill points is to take them as an improved familiar if you DM will let you.
Conversely, perhaps you DM would let the house drake gain a class level if trained by one of your arcane casters. I would recommend as a sorcerer with the draconic bloodline. Dragons with sorcerer levels is kind of an iconic thing.

Being able to cast spells as a third level sorcerer does make a difference. In that case no UMD check is needed for any spells on the sorcerer spell list.
But for the House Drake, it's either UMD or class levels. Or work with your DM to come up with something homebrew. A DM is free to tinker with the rules, especially if it makes the story more fun.

House drakes can cast cure light wounds 3/day. Most propably this will still be insufficient for using a wand of cure light wounds, right?
