I don't believe there is one. Game of Thrones would be very difficult to role play. You'd really need a unique set of mechanics. Different forms of influence and power. I don't think it works as a traditional d20.
It's have to be more similar to a collaborative version of something like Telltale Games. Could be very difficult to GM.

There where actually 2 back around 2010 I believe. I believe one was d20 based and the other was a unique system after the original had lost the license or something like that.
I never played it, but I remember looking through the books, and it was huge. Like 500 pages. I had heard it was good, but I never got a chance to play, so I couldn't say for certain.

A Song of Ice and Fire Rpg is not D&D or Pathfinder but it's a very interesting system.
It has a few Modules which can be used to get familiar with the system before delving into a Homebrew Chronicle.

Second this. It has an absolutely fantastic social combat system, that feels like tactical back and forth between characters that is like nothing I've ever seen.

If I remember correctly, it was adapted, but it was things that where intended to make the game fit more with the setting, or to ramp up the level of grittiness and lethality of combat.
One thing was that you didn't automatically add your Str to your Attack rolls, but everyone had to take a Feat that allowed them to use any Ability they wanted as part of their Attack Bonus, (one for Str, one for Wis, etc. . .).
I want to say that all combats (between humans) where automatically for Non-lethal, and opting to do lethal damage was what made you take a penalty, but basically any combat had a realistic chance that the combatants would either die or be permanently scarred or lose an arm or something.

I have both the Guardians of Order version and the Green Ronin game. I've never played the GoO game, but it looks okay. It adds a lot of subsystems to the game, which I'm not a huge fan of doing with d20, cause d20 is already bloated enough with rules IMO.
The Green Ronin game is good. I've run multiple campaigns with it and considered myself something of an expert on the system many years ago, but it's fallen by the wayside for me. I can still break down the system for a new GM, so they know what to be prepared for if you want.
