Or you could buy them at the local blacksmith.

A spell slot, probably not. If you are a prepared caster keep it in your book, never know when it's gonna be useful. Likewise it's a very broken spell if your DM allows Blood Money.
Or just take False Focus for free masterwork tools.

I'm not sure I understand the question. A +1 weapon is already masterwork. You can't have a masterwork masterwork sword (or flawless, or whatever else). Masterwork is the pinnacle of non-magical enhancement, there's no '+2 masterwork' or anything. If you want a higher bonus, you need to turn it into a magic item via the crafting feats.

Masterwork weapons are not +1, but they give a plus one to hit. As a cleric this spell came in handy in an AP where access to purchase and find masterwork weapons before level 5 or so was impossible (at least according to the DM). Also saves a little crafting time if you craft armors and weapons. Not the most useful spell, but not bad for a prepared caster to have in the holster for the end of the day when you still have open spell slots.
