Do all skill ranks have to be spent when you level up or can some be saved? I'm planning a Fighter with a 2 level dip into ninja and I want to save up some of the skill ranks.
Why save the ranks? Any class can put a skill point into any skill. The only exception being Fly, which requires a method of flying to take (and if you have one, any class can put ranks into Fly).

It would be beneficial if you start with a class that gets more skill points than you need to max all the skills you really want, followed by a class that gets less.
That being said one could always take the classes in reverse order or retrain the skill points later.
I think I see what you are trying to say. If you want only 6 skills, and take a class that gets 8 skill ranks as your 1t level, you max out those 6 skills and save the other 2 ranks until next level, where you use them to re-max 2 of the skills you want. Then if your 2nd class level only granted 4 points, you spend those to re-max the remaining 4 skills you really want. End result would be 6 skills at rank 2, as opposed to 4 skills at rank 2 and 4 skills at rank 1.
Yeah, you can't do that.

Yes, it can be frustrating, especially with Fly.
However, those 4 rank-1 skills are hopefully class skills, where you're triggering a +3 bonus. Since I rarely multi-class, I often find myself shorting out a couple of skills I'd otherwise keep maxed in order to come up with an extra skill pt or two per level to plug into class skills.
