            Glue Seal-a Rogue/Wizard uses this as a Sneak Attack spell to prevent victims from drawing their weapons and archers from shooting. Valid use detailed in the spell.
The quibble is as to whether or not the target stays 'sticky'. The player is insisting that the check is foe each arrow. No blood from me, but a for used the same stunt on the party and now folks are drawing sides. Not a game I play in, but multiple players sit at the tables I play.
Help me play the wise old man with a good solution.

            Glue Seal affects one object or one 5' square. Multiple arrows are not a single object -- better to do it on the bow so they can't release the string properly.
I would rule the 5' square is a surface, not an object. Use it on walls, ceilings, floors, maybe even a table. It is not for every object in a two-dimensional space.

            The spell itself (http://www.d20pfsrd.com/magic/all-spells/g/glue-seal) always refers an item, singular. Similarly, the target is "one object or one 5-ft. square". It can affect a single arrow at a time if cast on an arrow, but if you cast it on a bow then yeah, they would have to test each time they want to fire, per the clause that says:
" A creature must succeed at saving throw each time it attempts to use the sticky item; otherwise, the item becomes stuck to the creature. "
As BretI pointed out, covering an area uses a different spell effect, and you cant use it to cover objects and such.

            I think a quiver of arrows is probably a legitimate target. I believe when the target of a spell is an object, it just means it can't be creature (living, undead, construct). A regular plant is an object.
I'd say given the spells level and the 5' square that it should be a small object (five square feet of surface area or less) but the game tends to be pretty liberal in it's definition of "object". For instance Shrink Item gives a burning fire and it's fuel as an example. Make Whole target an object and can be used on a ship (per Skull & Shackles) even though a ship has multiple parts. Lighten object can be used on armor even though that could be broken down into piecemeal armor. I'd allow any object that I'd allow for mending, animate object, minor/major creation. Since arrows can be bought/enchanted as a group I'd allow a group of arrows.

            As I read Glue Seal, the coating on an item (one item, not an area) is negated with a Ref save. Otherwise, if the item is affected then a combat maneuver/strength check is needed to separate it from any items it was touching at the time the spell was cast. The only residual affects involve having the item stick to creatures. Unless the archer tries to drop his quiver or bow, this shouldn't be a problem.
I also agree with what other has said that Glue Seal affect an area for entangling creatures XOR one single item, but not both.

            Even if the archer doesn't try to drop the bow, they need to be able to let go of the string (that is by the rules part of a bow) in order to fire an arrow.
If they fail the first Reflex save and the person targets the bow, I don't see how they fire any more arrows using that bow until the spell runs out.
