Just curious, do any metamagics NOT increase the casting level?
Only one I know of is merciful.
There's also Eclipsed Spell from Blood of Shadows. But that only effects a few spells, namely those that change the level of illumination. (Of course, it also essentially gives you darkness as a 0-level spell, so it does have some pretty great uses)
There's another shadow themed one that is +0 but only if you cast in darkness or it's a shadow/darkness descriptor spell or something like that, +1 otherwise.

Nope, does not increase spell level.
