Chill Touch perfect scaling?

Rules Questions

So you make 1 touch attack per caster level... And it doesn't give a defined limit. Does that mean that a level 20 Sorcerer could potentially make 20 touch attacks in one round for a total of 20d6 damage and 20 Strength damage to a non-undead creature?

Potentially; yes. But you'd need a way to get 20 natural attacks and/or unarmed strikes in a single round. The benefit of Chill Touch (and Frostbite which works the same way) is that it's a touch attack that isn't fully expended on the first success. But that doesn't mean it gives you 20 attacks in a single round. So you're still limited to delivering once per round as a touch, or delivering via unarmed strikes/natural weapons during a full-round action (or, if you have Spellstrike, using your weapon).

You make touch attacks at the rate you make touch attacks. So if you've got flurry of blows or a high enough BAB to get iterative attacks, you should be able to make two or possibly even more attacks per round, but otherwise, once per round is probably your starting rate (barring attacks of opportunity your foes provoke from you, which could up that number).
