... How do I know if my PDF files of the CRB, APG, etc. are up-to-date? I need to create a new PFS character and want to make sure I'm current on everything.

On your Downloads page, each product has a Date Last Downloaded and Date Last Updated column. Check and see if there's been an update since your latest download.
(Paizo sends out an email as well when PDFs are updated, to let you know to download the latest version, but if your inbox is anything like mine, those are easy to miss.)
Did you buy them from Paizo? If you did, go into My Downloads and make sure your date last downloaded is more recent than the date last updated.

... One oddity - I noticed that the date last updated for the GameMastery Guide is Jan. 2014 and my date last downloaded is Aug. 2015 ... yet my actual PDF says Oct. 2013 at the bottom of the Credits page. Thoughts?
Do NOT use D20SRD as your primary source of rules. It is comprehensive and he's very quick with adding the new material + it's easy to navigate. But there are a number of errors and other miss information strewed about.
It mostly has to do with the automatic hot-linking, where flavour text gets linked to defined game terms, while the crunch actually doesn't have anything to do with that specific rule. The funniest one I've found yet is in the Occultist class, where the sentence "A spellcaster who bears the implement can add the implement..." links 'bears' to a list of bear stat-blocks.
EDIT: In my PDF it says "Third printing October 2013." - third printing is the latest one.

The other big issue is that D20SRD isn't allowed to use setting specific information, so they often rename feats/classes, alter flavor text, and otherwise tweak the information to be more genaric. This is a big issue within the forums, as players will reference materials or spells that just don't exist. Or they aren't aware of specific requirements to use their abilities/spells/feats/classes.
For example, a feat in the Inner Sea Gods book which requires Nethys as your deity, would likely be reworded to requiring a god of magic as your patron deity. So a player solely using D20SRD would likely think the feat was legal for any deity with the magic domain, rather than only Nethys.

While I do like d20pfsrd (which is not able to do Pathfinder setting due to (quick and dirty paraphrase of how it was explained to me by John Reyst, founder of d20pfsrd. If you care for the full explanation, ask them sometime) the wording of the Google database software license that they use conflicting with Paizo's license), if you want Pathfinder Setting legal information, check out Archives of Nethys (since Nethys uses software that does not have it's own licensing rules, he just has to follow Paizo's, and he does.) Not only does he usually keep up to date, but he also has little images by PFS legal things, with notes when you mouseover... for example, the Impossible bloodline gives you Create Wonderous Item for free. But since crafting feats are illegal, the ability is modified in PFS and so when you mouseover the icon that means the Impossible bloodline is PFS Legal, it tells you the exception in the image description text.
