Is too overkill a character with Str 40?

Consider house rule: Every item with hardness less than STR bonus of character, is fragile in his hands.
Including magic items and other characters.

Items which are already fragile or broken, are destroyed instantly when the character touch them.

Well... i thought like that before, except for one thing people here is showing me... 40 Str means a bonus of +15 and that means: 1) +15 to BAB, almost automatic hit, can fight two handed with no need of feats, can fight two handed with two long swords or two hammers and laugh at the penalties, can even use weapons he have no proficiency with, he can even use non-weapons two handed; 2) +15 damage, that's a lot, usually more than most weapons, even when scoring a critical hit, bypasses DR and even regeneration is having a bad time against that; 3) he can carry his own horse and can carry the whole party if needed... and a lot more.

Sounds awesome to me and lots of fun. My advice is to check that the other players are okay with playing alongside this guy and if they are: go for it! I wouldn't worry about game balance just fun balance.

This sounds like a job for the Half-Dragon template! I highly recommend it, have played it several times, very fun.

He loses two levels, but gains a bunch of STR and CON, as well as natural armor...

Wings are cool... the breath weapon sucks, the natural attacks are nice but pointless unless focused on with feats (though he basically gets to add a bite as a secondary attack I guess).

Nice big +8 STR, I would go with the Half-Dragon... If he doesn't like the 'flavor' then just describe it as something else. :D
