I see no pricing guide for adding a feat to a magic item.

Advice

For example Rod of Flailing:
The wielder can gain an extra attack (with the second head) at the cost of making all attacks at a —2 penalty (as if she had the Two-Weapon Fighting feat).
What would it cost to give that to something like a glove or weapon?

There isn't a set cost for adding feats to wondrous items. Nor should there be, frankly. Granting extra feats can be absurdly powerful. In any case, ask your GM.

Official answer: you can't.

Semi-official answer: minimum 5,000 gp (there are wondrous items that have this for a feat).

Real answer: are you the GM? If not, ask your GM. If you are, absolute minimum 5,000 gp, but avoid this like the plague, or deal with it case-by-case, as feats can be very overpowered in magic items - they work best in utility feats that don't have a feat chain, but I'd recommend an outright ban except for existing items.
