The Pathfinder Society Open Call is still open, and I also recommend you see my response to a similar inquiry. I did a big pile of Open Call responses in October–December 2014, after which I became very busy with planning Season 7 and implementing some changes to the campaign. My intention is to perform another Open Call marathon after Gen Con, once the large number of new adventures is done. Keep in mind that the quest submission serves primarily as a writing sample to let me know how well you understand the campaign, the writing style, and how our adventures are structured.
I've been really pleased with how well my first major foray into the Open Call inbox went. It helped me to identify seven new authors (I think two had written material for a Player Companion by then), all of who are writing Pathfinder Society products in 2015. I encourage you to try it out.

Open call is absolutely a thing. Trust me, I have first-hand knowledge of this.
Go write up an awesome quest, then re-write it a few times until you can't think of a way to make it any better, then submit.

John, do you have any idea around when this might be? The reason is that I have a second submission that's not quite done and I'm wondering if I should get on it to make the "marathon".

I don't know that I can give you a definitive answer at this time, Phoenix. I can at least say that there is a lot that I am looking forward to doing once our new campaign coordinator is in place, and I feel very passionately about the Open Call process, the good it does for the campaign, and the immense satisfaction I have when giving a new author the green light.
