the familiar can switch between it's old form and it's true form, so he'd me a mauler in the old form and not in the new form.

Nobody mentioned the Giant Flea?

Yes, the rules are as they are: "Unclear".

When you have unclear RAW, you interpret for intent. "The normal Strength adjustments for increasing in size" does not unequivocally state which strength adjustments it refers to, therefore your interpretation that you know to be incorrect is not automatically made valid by the RAW straightjacket.

It is kind of sad that small familiars [the ones that are most battle-capable until level 3] get no size bonus to strength from the Mauler Battle Form.

Mauler Wallabies and Goats become inferior to Foxes once level 3 hits.

Well, as I mentioned, there is the Giant Flea.

It's Witch only, but not an improved familiar.

It's small, has 12 strength, and DR 5/Slashing.

EDIT: It's also PFS legal.

Yeah, and again small creatures [with 12 strength even] tend to make inferior maulers to high strength tiny creatures [such as the fox.]

Even a simple +2 strength [analogous to Alter Self] for going Small to Medium would have made it less tempting to dump the familiar that fought for you the past two levels.
