Casting a spell as a non caster

So I am sure I am missing something but I am looking at traits and the trait "Gifted Adept" States you can pick a spell and cast it at +1 caster level.

Question there is no class restriction for this trait. Does that mean any class can take it and get a 1st level spell. Caster level 0+1 = level 1

Whenever you cast that spell it is cast at +1 Caster level. You still cannot actually cast the spell because you have no spell slots.

No, it says you get to pick one spell and that from then on, whenever you cast that spell you cast it at +1 CL; it does not actually say anything about giving you the ability to cast the spell in the first place. You could pick a spell that was not level 0 or 1 though, and only gain effective use of the trait once you reached the point where you could cast it. For instance, if you saw a wandering cleric/druid use Control Water to save your village from a flood when you were a child, it might inspire you to focus on that spell once you grow up.
