Roll 10d6, then multiple the result of that by 1.5.
You can't multiply the number of dice. What if you only had a CL 9 Empowered Fireball? That would be 13.5d6 - you can't roll half a die. So you figure the damage first then multiple (or divide, in the case of someone making their saving throw for half damage).

Don't forget to also add the 50% to additional damage from the spell.

Say I get the average of 10d6 and end up with 35 damage. I would then multiply that by 1.5.
35 x 1.5 = 52.5 damage, rounded down to 52 damage.
This is not only the official way to do it, it also keeps you from getting short-changed on odd levels.
