"This weapon must be a simple weapon or your deity's favored weapon." As GM I wouldn't allow this spell to be used in conjunction with unarmed attacks, even if that is the deity's favored weapon, when the spell lets you select any simple weapon instead.

RAW, then, Unarmed Strike is a perfectly legal thing to choose, so long as you worship a Deity who has Unarmed Strike as their Favored Weapon

Obviously, every other weapon needs to be held in your hand, so making one appear out of air isn't a problem - not much imagination needed there.
How Unarmed "forms" is a real brain-teaser, though.

What it comes down to is that you're trying to use a spell that specifically creates a new weapon to instead adjust a weapon that, by definition, already inherently exists. By RAW you could arguably create an 'unarmed strike' 'weapon' and go around hitting people with it, but it's kind of absurd. Other than that, there is no provision for using the spell to affect a weapon that already exists (and your unarmed strike already exists). You might as well be trying to use it on a longsword that already exists.

Yes, this.
I'd love to see someone who's a Warpriest or Sacred Fist, who has no arms, Fervor-cast this spell, forming two fully-functioning ice-arms with which to beat faces in, ala Ming-Hua from Legend of Korra.
But not everyone has the luck of having missing appendages, so there's a bit of a disconnect as to what happens for "normies" with all their extremities still in tact yet forming an RAW-legal "Unarmed Strike" with this spell.
