As I recall the monsters from that book ARE official, they were used in APs and such.

True in some cases, and Paizo's Ogrekin template is clearly inspired by that monster entry...but the fact remains that Paizo has published its own version that's mechanically different, making that particular Tome of Horrors entry pretty unofficial at this point.

3.5 also had st least 1, maybe 2 versions of half other. They were both level adjust races though. I have yet to meet any player who had both the patience to read the rules on level adjustment races and the reading comprehention to understand them. I khighly recommend you do not use them.
In a sililar boat with race adjustments, you could usr the 3.5 goliath or nearly identicle half-giant, then reskin to ogre.
Of course with PF raced being a tiny bit more powerful. The level adjustment is a tiny bit less severe, still a 1/2 ogre getting +6 str is too much. The goliath and 1/2 giant might be a little closer to core races but still very powerful.

I remember reading a Best of Dragon issue decades ago about the half-ogre and was enthralled.
Always wanted to play or run one in a campaign.
I remember that issue. The Author's 1/2 Ogre character, according to him anyway was a minimalist fighter type. His character would only carry around his weapons & armor & normal gear, anything else he would hire an NPC wizard or cleric if he thought he would need spells etc...
I believe the Author's name was Roger Moore just like the actor.
