Assuming you mean Summon Monster #, Clerics can't cat a spell with a descriptor opposing their own alignment or their god's alignment. If you're NG and worship a LG good, that means no Evil and no Chaotic creatures for you. I'm not 100% sure, but I believe that wizards, sorcerers, and summoners have no such restriction.

No. A Neutral Good character would not qualify for the Summon Neutral Monster feat. There are 9 possible alignments. This feat allows for 3 (Lawful Neutral, Neutral, and Chaotic Neutral).
You would qualify for Summon Good Monster which allows for the Lawful Good, Neutral Good, and Chaotic Good Alignments).

Where "neutral" means True Neutral.
As you can see the feat is for people who are neutral on the Good/Evil axis not the Law/Chaos one.
