I've searching all my PDFs and I can't find a reference, is performing a Harrowing Profession(Fortune Teller), Profession(Harrower), Perform(Harrowing) or something else?

Does having a Harrow Deck count as Masterwork tools?

Usually Profession(fortune-telling). This assumes you're trying to make money at it. See also this thread.

If the Harrow Deck is a masterwork Harrow Deck, then yes, you have masterwork tools. Standard Harrow Decks appear in Adventurer's Armory and Ultimate Equipment.

I'll search my PDFs now to try to find references for you.

A fortune-teller's deck appears in the APG in three versions.
Fortune-teller’s deck, common 1 gp 1/2 lb.
Fortune-teller’s deck, quality 25 gp 1 lb.
Fortune-teller’s deck, masterwork 50 gp 1 lb.
These grant a circumstance bonus on Profession (fortune-teller),
Profession (medium), and similar Profession checks.

Harrow Decks appear in Adventurer's Armory and Ultimate Equipment at 100gp. They are not called out as masterwork.
Harrow Case and Harrow Mat appear in The Harrow Handbook.

Unless you are some type of card-throwing caster, in which case the Harrow Deck does count as a masterwork weapon. Based on that a GM could possibly rule them masterwork for skill checks.
