Carrion Crown DOES have some Lovecraft themes in it. If you are just looking for more Ustalav, check out:
-Prince of Wolves by Dave Gross - Takes place in Ustalav-Guilty Blood by F. Wesley Schneider - Takes place in Ustalav
-The Crusader Road by Michael Stackpole - Main characters are Ustalavic (I'm still reading this one)
Novels with Lovecraftian stuff in them? There are currently no novels that scream "Lovecraft!" with mind warping enthusiasm. Also, I will admit that I am not familiar enough with Lovecraft's actual writing to comment as well as I would like on the "feel." However, I have read all the Tales so far, and here's what I have read that has what I would consider Lovecraft elements:
-Called to Darkness by Richard Lee Byers - Journey goes into the Darklands, some Lovecraft creatures are encountered
-Light of a Distant Star by Bill Ward - I can't say why without giving away the whole story. It just feels Lovecraftian in a couple different ways.
-Liar's Blade by Tim Pratt - This is probably the least "Lovecraftian" on the list, but it's a darn good story. People and things get killed by tentacles, one of the characters has some strangeness about them.

Sure! Light of a Distant Star. It's ePub only. If that's no good for you, you can get all 6 chapters as part of the Shattered Star AP, but that will cost you a lot more than just the ePub.
