Karzoug and spells with the attack trait

Who does this apply to? Anyone wanting to play an attack spell? Or just the encountering character? Or anyone attempting a check? Whoever it applies to, we realize it will limit spells with the attack trait during any part of the encounter for played for any purpose (Toxic Cloud, Swipe, or Lightning Bolt for example).

We just aren't sure if another non-encountering player has to attempt the check to play spells with the Attack trait. Does whether they will attempt one of the checks matter? (Assuming he has 2 checks. Don't have the cards with me at the moment.)

I would say it applies to everyone. It's not a "before / after the encounter" effect, which we know only applies to the encountering character unless otherwise stated. The wording seems to be universal.

And Seoni quietly taps her foot while conjuring a large fireball to hurl at the development team.

She's going to be doing nothing but stacking her hand with Blessings and Scrying along with the Necklace of Fireballs because it is completely worthless for her to explore (unless someone has stacked the deck with a Scrying/Augury, a spyglass, or Harsk's ability) as it will be an auto-handwipe against him. At least there's no time limit in that scenario, and any attack spells can be used to bury.

It's not an auto handwipe. You get a check to negate that effect. If a you or a friend uses Blessing of Iomedae to help, then she's got a good chance of succeeding. At since she has the arcane skill, she's not subject to the post combat fire damage.
